Dr. Carter has been practicing in Winchester since 1990. He enjoys traveling, sailing, aviation, music, and fishing in his spare time. His wife, Page,  is a principal at Carter+Burton  Architecture and Interior Design in Berryville. He has two adult children who were raised in the Winchester area.
